중국의 적극적인 군사력 증강은 국제사회에서 이제까지 독보적인 역할을 해온 미국과 유럽의 군사력을 이미 위협하고 있다고 영국 국제전략문제연구소(IISS)가 최근 보고서에서 밝혔다.
런던에 본부를 둔 IISS는 지난 2월에 발행한 “세계 각국 군사력”연례보고서에서 중국은 현재 세계 최강의 기갑전력를 보유하고 있고, 지난 4년간 건조한 해군 함정의 총 배수량이 현재 프랑스 해군의 전체 전력을 상당한 규모로 뛰어 넘을 뿐만 아니라 영국 해군의 전력과도 거의 맞먹는다고 밝히기도 했다.
또 이 연례보고서는 중국이 지난 15년 동안 초계함, 구축함, 순양함, 프리깃함, 잠수함 등의 해군 함정을 늘려옴에 따라, 중국의 함정 건조능력은 이미 한국과 일본, 인도 3국의 합계를 뛰어넘는다는 분석결과도 내 놓았다.
이는 오대양에서 군사작전 능력을 함양시키고자 하는 중국군의 해군 전력 증강을 향한 목표를 뚜렷이 알 수 있는 움직임으로 해석되고 있다.
다시 말해서, 중국 해군 전력이 급속도로 증강됨에 따라 앞으로 중국은 해군 함대를 심지어 유럽 주변 해역까지 배치할 능력을 갖추게 됐다고

China’s aggressive military buildup has already been challenging the monopoly of the United States and Europe as global military innovators, according to the International Institute of Strategic Studies (IISS).
The London-based think tank said in its “2018 Military Balance” report released in February that China now has the world’s biggest tank force and has built vessels with a total tonnage that is significantly greater than the overall tonnage of the French Navy and with an equivalent tonnage to Britain’s Royal Navy for its maritime forces in the last four years.
The annual IISS report also said that in the last 15 years, China has advanced its naval capabilities by building more naval vessels such as corvettes, destroyers, cruisers, frigates and submarines than Japan, India and South Korea combined.
So, the naval buildup has been regarded as indicating that the goal of the Chinese military is to further develop its blue-water capabilities -- the ability to project military operations at extended range across the oceans worldwide.
The IISS report stressed that China has rapidly increased the total tonnage of its new warships and auxiliaries to boost its blue-water capabilities,

사실, 작년 여름 중국이 아프리카 지부티에 완공한 자국의 해군기지는 중국군의 원거리 해양 군사작전을 지원하는 첫 해외 해군기지가 됐다는 의미를 가진다.
이와 함께 이 IISS 보고서는 중국이 2020년도에 실전에 배치할 계획을 갖고 있는 4세대 스텔스 전투기 젠-20에 대해서도 설명하면서, 젠-20의 본격적 실전 배치가 이뤄지면 미국이 스텔스 전투기에 대해 현재 보유하고 있는 독점적 지위를 잃을 가능성이 크다고 주장했다.
동시에 사거리와 성능을 강화한 중국의 장거리 공대공 미사일 PL-15도 큰 위협요인이 될 것으로 지적하였는데 중국군은 지난해 11월 이 미사일의 시험에 성공했다.
미국의 단거리 공대공 미사일 AIM-9 사이드와인더보다 성능이 뛰어난 것으로 알려져 있는 PL-15 미사일은 젠-20기에 장착되는데 ‘전투기 킬러’로서 역할을 하게 된다.
특히 이 미사일은 첨단의 위상배열 레이더 시스템까지 구비함으로써 중국은 이 기술을 보유한 몇 안 되는 국가들 중 하나가 됐다고 보고서는 밝히고 있다.
이에 따라 IISS 보고서는 중국 군사력이 현재 미국의 국방력과 경쟁을 이룰 수준에 이미 도달했거나 접근하고 있는 중이라고 평가했다.

As a matter of fact, China launched a military base in Djibouti in the Horn of Africa in the summer of 2017, which is operated by the People’s Liberation Army Navy (PLAN), laying the ground for missions at vast distances. It is the first overseas military base of the PLAN, the IISS report said.
In addition, the new IISS report details the Chinese leadership’s moves to bolster the Air Force’s capabilities, including the introduction of its fourth-generation Chengdu J-20 jet fighter which is set to enter service in 2020. This means the U.S. may lose its monopoly on stealth aircraft, according to the report.
At the same time, the report points out that China’s PL-15 extended range air-to-air missile is to be another threatening weapon. The Chinese military successfully tested the missile system in November last year.
The J-20 combat aircraft is to be equipped with the PL-15 “fighter killer” missile which is known to have higher performance than the AIM-9 Sidewinder short-range air-to-air missile operated by the U.S. Air Force, the IISS report added.
In particular, this new Chinese missile system is also equipped with electronically scanned radars — cutting-edge technology few nations in the world possess.
Accordingly, the IISS report evaluates, China’s military capabilities either have reached the level of the U.S. Armed Forces’ ability or are approaching the same level..
